Northern cities could be offered ‘serious devolution of powers and budgets’ in return for adopting elected mayors with powers similar to those enjoyed by Boris Johnson in London, Chancellor George Osborne has announced. It came as he set out his vision of an economic ‘powerhouse’ in the north of England featuring improved road links, investment in science and a new high-speed rail link between Manchester and Leeds. Elected mayors were rejected in a number of northern cities in 2012, but Mr Osborne made clear he was ready to offer a bigger carrot in terms of local decision-making power to tempt the cities to reconsider. Bringing the cities of the north together could create a second ‘global city’ for the UK, which would not be a rival but a ‘brother in arms’ for London as they fight to grow Britain’s share in the world economy, he said.

MPs would deserve a pay rise of up to 50% if Britain votes to leave the European Union, Ukip leader Nigel Farage said. He said there was no case for an increase in pay at present. But he suggested that if Parliament ‘actually ran this country’ then he would back boosting pay from the present £67,060 to £90,000 or even £100,000.

In early May, the US Supreme Court backed a town council’s freedom to pray at the beginning of its meetings after two local residents complained. Judge Anthony Kennedy said the prayers do not exclude those with no religious faith and that judges should not rule on the content of prayer because it could lead to lawmakers censoring chaplains’ messages in order to make them ‘acceptable for the public square’.

A Conservative candidate in May's local elections is an Islamist who supports the notion of an Islamic state, critics have said. Mufti Shah Sadruddin, who stood in the council elections in Newham, London, reportedly said: “The Islamic state is the greatest contribution to humanity”. He also supports the creation of a ‘mega mosque’ near the Olympic Park – a plan which has been opposed by Newham Council.

Plans to allow the creation of three-parent babies are set to cost the Conservative Party votes at the upcoming European elections, a new poll has found.
The ComRes poll, which was commissioned by The Christian Institute, revealed that:
More than a quarter (27 per cent) of those surveyed said they are less likely to vote Tory because of the proposals.
Just three per cent are more inclined to back the Party over the issue.
Amongst the over 65s, more than a third said it would make them less likely to support the Conservative Party.
Of those who voted Tory in 2010, close to a third said they were less likely to do the same in the European elections over the issue.

A New York politician who says he worships the Flying Spaghetti Monster was sworn in as a council member for the town of Pomfret last month. He wore a colander on his head for the ceremony, as befits his status as a committed pastafarian. Pastafarians like Christopher Schaeffer claim that the only creed of the Church of the Flying Spaghetti Monster is the rejection of dogma. He told the local paper the stunt was a ‘statement about religious freedom’.

European Commission President Jose Manuel Barroso has said it would be “extremely difficult, if not impossible” for an independent Scotland to join the European Union. Speaking to the BBC’s Andrew Marr, he said an independent Scotland would have to apply for membership and get the approval of all current member states. Scotland’s Finance Minister described his comments as “pretty preposterous”. John Swinney said Mr Barroso’s view was based on false comparison. The referendum on Scottish independence will be held on September 18, with voters being asked the Yes/No question: “Should Scotland be an independent county?”

John Bercow, the Speaker of the House of Commons has suggested a change to the current system that would allow people to vote in parliamentary elections online. The plan, designed to modernise the system and appeal to those who don’t currently vote (many of whom are young people), is going to be part of a ‘digital democracy’ commission. Estonia was the first country to use online voting, and a quarter of the electorate voted online in 2011.

His comments came after former US defence secretary Robert Gates warned the Government’s military cuts will prevent Britain being a ‘full partner’ with America. UKIP leader Nigel Farage has called for immigrants to be barred from receiving any benefits until they have been resident in the UK for five years. He also suggested they should not be eligible for tax credits. It comes as a survey suggests 77 per cent of Britons want to see immigration cut. The coalition brought in a three month ban on EU citizens getting out-of-work benefits ahead of work restrictions being lifted for Bulgarians and Romanians on January 1.

Taxpayers should not have to foot the bill for a High Court battle over where the remains of King Richard III should be reburied, lawyers for the Justice Secretary argued yesterday. In a move which could stop the case in its tracks, the lawyers challenged moves to shield from legal costs relatives of the monarch who have launched the battle, which is being described as “the (legal) Wars of the Roses Part 2”. A judge sitting in London said he would give his ruling on the costs issue as soon as he could. Richard’s remains were discovered buried under a council car park in Leicester last year and the plan is for them to be re-interred at the city’s cathedral. But the relatives have formed the Plantagenet Alliance Ltd to fight for the remains to be buried at York Minster, claiming it was the King’s wish.
