The World Association of Girl Guides and Girl Scouts has admitted it faces a dilemma over whether to accept a US government grant to promote sexual abstinence in the fight against HIV/Aids in Africa. Chief executive Lesley Bulman told the Acevo conference last week that the association was still deciding if it would implement the programme, run by US federal overseas development agency, USAID. The abstinence programme is part of US President Bush's emergency plan for Aids relief. Grants are for organisations to work in the 15 countries that are most affected by the Aids pandemic, such as South Africa and Kenya. "Do we accept millions of dollars for an abstinence programme USAID want us to promote?" asked Bulman. "The choice is between being poor, principled and not powerful, or building some capacity." The Association's board will decide tomorrow whether to accept the grant.

Angry pro-lifers have attacked a move to launch a new 'credit card' which will make it easier for girls as young as 11 to obtain the so-called 'morning after pill'. The promotion of the card, which will allow girls to be 'fast-tracked' into a doctors' surgery, has caused further discontent among opponents as it comes just days after a survey of 18,000 women revealed that greater availability of the 'morning after' pill had not reduced the abortion rate among the survey group.

The biggest sexual health campaign for 20 years was announced by the Government yesterday as figures showed HIV infections and other sexually transmitted diseases soared to record levels last year. There were 6,606 new HIV infections diagnosed in the UK during 2003, but this figure is expected to rise to 7,000 after all data is collected..Since 1995, all sexually transmitted infections have soared, with a threefold rise in chlamydia to 89,818 cases in 2003, a doubling of gonorrhoea to 24,309 cases and an elevenfold increase in syphilis to 1,575 cases.

Ministers have ordered a new £45m campaign to shock teenagers into using condoms, as Britain's worsening sexual disease epidemic is revealed in new figures this week. The number of sexually transmitted infections will be shown to be heading for one million a year in an official report released on Thursday. Ministers - disturbed by evidence that up to one-fifth of young men now have Chlamydia - believe "shock tactics", last used to raise awareness of HIV in the 1980's, are needed. If undetected, Chlamydia can cause pelvic inflammation, infertility and, in women, greater risk of ectopic pregnancy.

Teenagae pregnancies are continuing to rise in Britain despite a £40m a year campaign to tackle the problem. In some parts of the country 1 in 10 girls under 18 becomes pregnant, with conception rates higher than they were before the 10 year teenage pregnancy strategy began. One example highlighted is four 15 year old girls getting pregnant by the same 16 year old boy. Britain has the highest rate of teenage pregnancies in Western Europe and the drive to reduce them is a key part of the Governments policy to tackle social deprivation.

By the age of 16, some 70% of girls are still virgins, and the same for boys. Lothian is the only other Scottish health board to offer underage girls free morning after pills and condoms and teenage pregnancy rates there have soared above the national average since the project's start. Girls aged 13 - 15 are 14% more likely to get pregnant than their counterparts elsewhere in Scotland. Before the scheme was introduced, pregnancy rates were only 3% above the national average.

Oral contraceptives appear to prevent heart disease and some cancers in women, according to the largest study into the long term health impact of the Pill. The findings contradict previous claims that the Pill increases the risk of cardiovascular disease and other serious health problems. Hundreds of thousands of women stopped taking their oral contraceptives in 1995 after studies suggested that use of the Pill was directly related to higher rates of heart attacks, strokes and blood clots. The abortion rate rose because of unwanted pregnancies caused by the scare. More than 3 million women in Britain use oral contraceptives and they are still the most popular way of preventing pregnancy.

Prima's study focused on how women's attitudes towards love, sex and marriage had changed since the 1940's. It found that sex before marriage was now the norm, with four out of five couples sleeping together by the fifth date; but after marriage the passion died down.
